New Statewide Initiative Focuses on Expanding Dental Care Access for Kansans with Disabilities

Access to quality dental care is a challenge for many Kansans with intellectual and developmental disabilities—but a new initiative is working to change that.

Pathways to Oral Health, a statewide initiative and online resource hub, has officially launched to improve access to dental care for Kansans with disabilities. Backed by the Kansas Department of Health and Environment Division of Health Care Finance and developed in partnership with all three KanCare managed care organizations, the program offers practical tools and support to reduce barriers and promote inclusive dental care throughout the state.

At the heart of the initiative is the My Dental Care Passport—a free, customizable tool that allows patients or their caregivers to communicate important preferences and needs to dental care providers. This includes details such as communication styles, sensory sensitivities, or mobility support requirements. The Passport is designed to ease anxiety and create more personalized, successful dental visits.

In addition to supporting patients, Pathways to Oral Health also provides resources for dental professionals. Dentists can access step-by-step guidance on KanCare enrollment, educational materials, and hands-on support from a Dental Medicaid Facilitator. This concierge-style assistance simplifies the Medicaid process, addresses common misconceptions, and supports sustainable growth by helping dental practices better serve Medicaid patients with disabilities.

“This is about dignity, access and health,” said Tanya Dorf Brunner, executive director of Oral Health Kansas. “With tools like the Passport and a dedicated support system for providers, we’re building stronger bridges between patients and the dental teams who care for them.”
